WLCA – Developing a Decent Neighbourhood Standard
We’re delighted to announce the launch of a new research report we commissioned with the Centre for the New Midlands, in partnership with Social Life: Developing a Decent Neighbourhood Standard – The Witton Lodge Community Association Demonstrator Project.
Neighbourhoods are the beating heart of everyday life. They’re where housing, community, local infrastructure, and identity come together – shaping our sense of belonging and wellbeing. With renewed national focus on neighbourhood-level change, from the Government’s Plan for Neighbourhoods to the Independent Commission on Neighbourhoods, this report introduces a practical framework designed to support healthier, safer, and more inclusive communities.
What is the Decent Neighbourhood Standard?
Taking inspiration from the Decent Homes Standard, the Decent Neighbourhood Standard aims to address the accountability gap in neighbourhood quality. It’s built around four key dimensions:
- Neighbourhood Quality Standards
- Accountability, Influence and Stewardship
- Reducing Inequalities and Enabling Aspirations
- Securing a Sustainable Future
This framework is not just about physical spaces – it’s about empowering people, fostering stewardship, and ensuring that every neighbourhood can thrive now and in the future.
The Witton Lodge Demonstrator Project
At Witton Lodge Community Association, we know that strong communities are built on both people and places. We hope this report will spark broader conversations across policy, practice, and academia – helping to better define and support what makes a neighbourhood truly “decent” for everyone. Together, we can build stronger, more vibrant communities.
